| 摘 要： | 公民社会在中国这样一个农业人口占绝大多数的国家里,显然可以分为:城市的公民社会和农村的公民社会。透明政府建设也可以相应地分为城市透明政府建设和农村透明政府建设,两者合二为一,共同构成了我国透明政府建设的主体框架,只有把两者都建设好了,才真正的符合透明政府建设的宗旨,这是由我国的具体国情所决定的。单纯依靠政府“自上而下”地推行透明政府建设,必然会导致透明政府建设失去基础性的支撑力和发展的张力。因此,要把透明政府建设好,就必须通过完善村民自治,推进“自下而上”与“自上而下”进路的互动来实现。

| Abstract: | It is obvious that the citizen society in China,where the agricultural population occupies the overwhelming majority,can be divided into city citizen society and countryside citizen society.Correspondingly,the transparent government construction can also be divided into the city transparent government construction and the countryside transparent government construction.The two constructions together constitute the main framework of our country's transparent government construction.Therefore only when they are both well constructed can the objective of the transparent government construction be realized,which is decided by our country's actual conditions.The construction of the transparent government in top-down way is sure to result in that fact that the construction of transparent government loses its basic supporting force and tensile force of development.So,to well construct the transparent government,the autonomy system of the villagers has to be perfected,and the top-down policy has to be combined with the bottom-up policy. |
