| 摘 要： | “以德治国”与“依法治国”如同车之两轮，岛之双翼，二者结合必将进一步促进社会主义事业健康稳定的发展，理论上要搞清德治与法治的关系，实践中要建立时贷需要的社会主义新道德观念，德治与法治有机结合，相辅相成。

| Abstract: | Abstract: Running a country with morality is as important as running it with law. The combination with morality and law will advance the society to develop more healthily and steadily. Therefore,in theory,we should make clear about the relationship between morality and law; in practice,set up a new socialist moral system suitable for modern age. Only in this way can we run our country effectively. |
