| 摘 要： | 近几年来，日本历届政府都把争做世界政治大国和恢复国内经济增长作为最基本的国家发展战略。世纪之交，作为国家整体发展战略的一个组成部分，日本教育在修改《教育基本法》、改革教育行政组织及其职能、深化第三次教育改革的战略目标等方面有诸多新的举措。
