| 摘 要： | 将一些国家实验室托管给大学是美国国家实验室管理的重要模式之一.在这种模式中,政府和大学的管理都体现出一些鲜明的特点.政府的管理特点主要包括制定严密的承包合同,进行有效的绩效评估以及建立严格的监督机制.而大学管理的特点则表现为管理模式的灵活多样,广泛的开放性以及大学与实验室的融合.

| Abstract: | Entrusting management to some universities is one of the important modes in managing the national labs in the United States.In this mode,both the government and the universities have their own characteristics in playing their roles.The government puts up the national labs on competitive bid and prepares a rigorous contract,and then evaluates the performance of the contractors according to the signed contract.Besides,the government also establishes strict supervision system to watch the operation of the labs... |
