| Abstract: | In the development of higher education in our country,some local governments have been playing a positive role in regional higher education.Their unique perspectives and interests demands are complementary to central government's managements in higher education.Through local governments' participation in regional higher education managements,a co-governance pattern of regional higher education by multi-level governments has been established. |
