| 摘 要： | 目的/意义]对新西兰政府数据开放的研究有助于为我国的政府数据开放提供借鉴，从而推进我国完善政府数据开放战略、方法与行动。方法/过程]以文本分析与案例研究相结合的方法对新西兰政府数据开放的政策、报告以及网站内容进行解析，总结其开展数据开放实践的主要特点，分析其优势与不足，并为我国的政府数据开放提出启示。结果/结论]新西兰的政府数据开放主要从政策、组织架构、保障性指导、社区建设、以及数据门户5个方面展开，优势体现为系统的数据开放能力构件、面向机构的多维度指导措施、旨在促进用户利用数据的多重策略，但存在政策保障不足、数据门户功能受限的不足。基于上述分析，提出通过借鉴新西兰的政府数据开放实践，我国的政府数据开放策略是：构建系统的政府数据开放体系、为数据开放提供双向性保障、形成多主体协作机制、开发与优化数据门户。

| Abstract: | Purpose/significance] The research on New Zealand open government data aims to provide suggestions for open government data in China for better strategies, methods and actions. Method/process] The paper investigated on policies, reports and data portals, concluded the main characteristics of the open government data practice in New Zealand, analyzed its advantages and disadvantages, and proposed the implications for our country's open government data. Result/conclusion] The results show that the practice of open government data in New Zealand is mainly involved with policies, organizational structures, affordable guidance, community building, as well as data portals. The advantages are the systematic open data capacity building, institution-oriented multi-dimensional guidance and measures, multiple strategies aimed at user access, while disadvantages exit such as inadequate existing policies and limited data portal function. Based on the analysis above, the paper proposed that open government data in China should build the open government data system, provide the two-way guidance, establishment of multi-agent collaboration mechanism, and develop and optimize data portals. |
