| 摘 要： | 应用信息沟通经典模型,分析公共危机管理的突发事件命令系统结构和危机管理壳式结构,前者能最大限度节省成本和调用资源,但组织设计不具备合作协调机制,无法有效感知危机环境隐性信息,因此适合于超出政府危机管理知识边界的非常态公共危机处理;而后者则更具备合作与协调性.突出信息在危机管理中的重要作用,并较前者更好地解决了危机管理中的预警和有效情境转移问题,因此适合于政府公共危机日常管理.
