| 摘 要： | “人才陷阱”是西部为促进经济增长而大量引进人才与人才实际使用效率低下同时并存的一种特殊现象，是西部处于市场体制不断完善阶段经济发展落后，软硬环境发展滞后的必然产物。必须通过完善西部人才培训、使用体系，加快推进企业改革和配套制度建设等措施来消除。

| Abstract: | Brains Trap is one of special phenomenon ,which appears in introducing brains in abundance and using them with low efficiency,for the western economic development.It results from backward of economy and hard and soft environment,in the course of improving on the western market system. It is time to take measures to solve it,such as improving the brains training system,propelling the enterprise reforms, and so on. |
