| 摘 要： | 民族区域自治法规定民族自治地方享有自然资源开发与保护方面的自治权，该项权利具体应该包括自然资源权属确定权、自然资源优先开发利用权和自然资源保护管理权三项内容。民族自治地方应该以国家赋予的自然资源开发与保护自治权为基础，构造以权属明确、种类多样、长期利用、合理管理为特征的自然资源利用制度，以利于民族地方资源的开发与保护，保障民族地方可持续发展。

| Abstract: | In the Law of Regional Autonomy, it is regulated that the autonomous regions of ethic groups are entitled to the autonomy in developing and protecting natural resources. These autonomy includes the following aspects, the right to determine natural resources, the right to develop and utilize natural resources, and the right to protect and manage natural resources. This right should be based on the right to develop natural resources and protect the autonomy endowed by the state, and establish the system to utilize natural resources. This system should have clear distinctions of rights, various classifications, the long-term utilization and proper management as its characteristics so as to develop and protect natural resources and guarantee the sustainable progress. |
