| 摘 要： | 运用献综述法、访问法、归纳法，对足球彩票的性质、我国足球产业弊端和发行足球彩票的必要性及其构想进行阐述，认为足球彩票是足球运动真正进入市场经济的重要标志之一，应大力推行。同时对中国足球彩票发行过程中将遇到的困难进行预测，并提出一些建议。
