| 摘 要： | ＂以人为本＂是科学发展观的核心,也是法律价值体系中的重要原则。＂以人为本＂的理念,意味着法律要以人为核心,关注人的人性、自由,注重人的主体性地位。国家赔偿法作为保障人权的一部重要法律,必然也必须要体现＂以人为本＂的法律观。
