| 摘 要： | 采用文献资料法等方法对东莞市校外溺水事故的原因进行分析,为预防学生溺水提供参考.东莞市学生校外溺水事故的主要原因是：没有成人陪同,私自结伴在校外游泳;安全教育力度不够;危险水源管理欠妥;学校管理薄弱、家长监护缺位、社会监管不力;游泳技术不佳和施救不当.根据东莞市学生溺水的特点,预防学生溺水策略如下：政府牵头构建学生溺水安全防护网络;按照属地管理原则,加强水源地隐患排查整改;强化学校和家庭的安全教育与管理责任;加强宣传教育、增强社会民众参与溺水预防的责任与义务;加强游泳技能的培训、培养学生的溺水救助能力;加强制度建设、强化责任落实.

| Abstract: | Using methods of literature, this paper analyzes the cause of the off-campus drowning accident of students in Dongguan, to provide the reference for preventing drowning. The main causes of drowning accidents include having no accompanied by adults, unauthorized outside swimming together, paying not enough attention to safety education, inappropriate water management risk, weakness of school management, absence of parents care, ineffective social regulation; poor swimming technology and improper rescue. Based on the characteristics of drowning, prevention strategies for students drowning are put forward as follows： the government takes the lead in building safety protective network for students drowning; the checking over and removing hidden perils in water should be strengthened in accordance with the principle of territorial management; the responsibility of safety education and management of school and family should be strengthened; the propaganda education should be strengthened, responsibility and moral duty of social people participating in drowning prevention should be enhanced; the swimming skill training should be strengthened, to develop the students＇ ability of rescue; the system construction and the responsibility to implement should be strengthened. |
