| 摘 要： | 农民问题是“三农”问题的核心,农民负担过重问题一直困扰着我国农村经济社会的稳定持续发展,成为构建社会主义和谐社会的一个重要制约因素。造成我国农民负担过重的主要原因有:城市偏向政策和制度;乡镇机构臃肿;一些地方政府搞形式主义,实施“政绩工程”。给农民真正落实“国民待遇”;改革乡镇机构,精简乡镇机构人员;完善农业农村立法,强化监督;建立维护农民合法权益的组织,是当前减轻农民负担的主要对策。

| Abstract: | The problem concerning peasants is the key one of the problems covering peasants themselves, country and agriculture. Over - load upon peasants have always been disturbed the sustaining development of the state - economy. It has also become an important factor which affects the construction of the harmonious socialistic county. The major causes for the over - load upon peasants are the preference of policies and systems in urban areas to rural areas, the over - staffed organizations in towns, the formalism in some local governments, the inferior position of the peasants. To take the over - load off the peasants, some measures should be made, such as the establishment of the equal policy between urban areas and rural areas, the realization of the treatment with the peasants as "true national people", etc. |
