| 摘 要： | 土地是一种特殊的公共资源.地方政府在土地征用过程中担当着极其重要的角色.如果地方政府在行政过程中出现责任缺失或者越位,将会使征地过程的复杂性大大增加.所以,找准地方政府在农村土地征用中的应有角色就显得尤为重要.作为土地征用的决策者、执行者、监督者和服务者,应加强地方政府相关方面的责任工作.

| Abstract: | Land is a kind of special public resource. Local governments play the most important roles in the process of land requisition. The land requisition process would become more and more complex if local governments ignore their responsibilities and exceed their power during the administrative process. Therefore, it seems extremely important to adjust the proper roles of local governments in the process of rural land requisition. As the policy-marker, executive, supervisor and server in the land requisition, local governments should enhance their duty in the related works. |
