| 摘 要： | 法治的核心是实现公民的权利，公民是否普遍具有权利意识，对法治的实现有着重要影响。同理，笔者认为，图书馆界读者权利的维护同样离不开读者自身的权利意识，只有完善成熟的民众权利本位心理，才能以此为基础建构完善的法律体系，法治社会才能得以实现。
