| 摘 要： | 当前优质高等教育入学机会的区域分布状况是西部民族地区和部分直辖市占有明显优势,而人口大省和部属普通高校较少的省份则处于十分不利的地位。造成这种状况的原因是优质高等教育资源布局不均衡、国家对民族地区和西部地区的优惠政策以及各地人口和历史发展不平衡等。为此,可以通过对部属普通高校的属地招生比例进行限制、调整部属院校布局和建立相应的监测制度等措施来缩小优质高等教育入学机会的区域差异。

| Abstract: | The status quo of the regional distribution of the current entrance opportunity for high-quality higher education is apparently unbalanced; that is, the western minority areas and some of the municipalities have a higher percentage than those provinces that have more populations but few higher education institutions. The reasons lie in the unbalanced distribution of high-quality higher education resources, national policy preferences for the west, and the historical developmental levels. Therefore, further polices are required for the adjustment. |
