| 摘 要： | 高职院校实施校、院两级科研管理模式，管理重心下移，使系一级有一定的科研自主权、管理权，充分调动各系参与科研管理的积极性与主动性。两级科研管理是提高管理效率和提高科研质量的要求，对促进学院科研的健康发展具有一定的意义。

| Abstract: | Nowadays some colleges have tried to carry out twolayer management, and departments gradually have a certain level of autonomy in scientific research. As a result, the departments become more active and positive. Two-layer management system can improve efficiency and scientific research quality. It is also meaningful to promote the scientific research work healthily in higher vocational colleges. |
