| 摘 要： | 在农村自身缺乏或难以激发内生力的情况下,政府干预农村发展作为外部催化剂,往往产生非预期效果,其根源在于发展主体间话语权的不对等,政府发展行为与农民诉求的不相匹配,导致农民的实际利益受损。根据话语理论,话语权问题的实质是权力关系网络中各主体力量的失衡。因此需要平衡政府干预农村发展过程中的行政力量和社会力量,具体措施包括：加强政府职能转换,构建平等协商的利益表达机制;加强农民群体组织化建设,整合行政组织、自治组织、民间组织等多种力量。

| Abstract: | On the condition of the deficiency of endogenous power of rural areas, the unexpected effects often tend to occur as development intervention of rural areas. The source of this problem is nonidentity of discourse power among principals, which leads to the mismatching between the government development action and farmers＇ demands. According to the discourse theory, the essence of discourse power is the unbalance power of principals in the relational network. Therefore, to balance administrative power and social power, specific measures include： to strengthen the conversion of the government functions, and build equal consultation mechanism; to strengthen the organization construction, integration of administrative organization, autonomy organization, non-governmental organizations and other forces. |
