| 摘 要： | 本世纪以来,我国经济迅猛发展,广大农民越来越多地享受到改革开放的成果,农村面貌有了较大的改善。当前,我国农业和农村发展出现了一些新的变化。国际金融危机阴影还没有摆脱,国际市场主要农产品需求萎缩,部分农产品出口受阻,加上国内经济增速放缓、内需减弱。畜禽疫情、旱涝、地震等自然灾害频发。在这些因素的共同作用下,农产品价格波动频繁,保持农业稳定发展和农民增收困难加大,农业和农村经济发展面临严峻挑战。为加快农村经济发展,必须尽快落实土地流转制度,消除城乡二元结构,扶持发展农村私营经济,鼓励城市工商企业到农村投资,改善农村基础设施,加大对农村经济的金融支持,从政策和制度上保障农村经济的持续协调发展,全面建成小康社会的中国梦才能化作现实。

| Abstract: | Since the beginning of this century, with the China＇s rapid economic development, more and more farmers to enjoy the great fruits of reform and opening up policies. And the rural landscape has greatly improved. Meanwhile, at present, China＇s agricultural and rural development appeared lots of new changes. However, the international financial crisis has not get rid of, and a shrinking demand of major agricultural products in the international market, moreover some agricultural exports facing many constrains. Coupled with slowing domestic economic growth, domestic demand weakened. Livestock and poultry outbreaks, drought, earthquakes and other natural disasters are frequent. Under the combined effect of these factors, the price of agricultural products fluctuates frequently, therefore, there are many difficulties to maintain the steady development of agriculture and increasing the income of farmers, and great of challenges need to face of the agriculture and rural economic development. In order to speed up the development of rural economy, we must implement the land circulation system as soon as possible, to eliminate the urban-rural dualistic structure, and to support the development of rural private economy, moreover to encourage the city industrial and commercial enterprises to the rural investment.Furthermore, improving the rural infrastructure and increasing the financial support for rural economic, security of sustainable and harmonious development of rural economy from the policy and system, moreover, the dream of building comparatively well-off society in the round will come true. |
