| 摘 要： | 本文旨在研究面对公共危机，危机决策者如何安排一种有效应对危机的决策治理结构，这种安排能够使知识包外的危机信息迅速转移到知识包内，危机信息已进入知识包内的，决策者能够高效处理危机。笔者首次将危机信息分为三态，提出了对于不同态的危机信息灵机安排危机决策治理结构。同时在选用网络治理结构时提出，治理结构各成员知识包的知识可交流性程度越高，公共危机治理结构就越倾向于松散型，如果可交流性程度越低，治理结构就趋向契约式紧密组织。

| Abstract: | This article is for the purpose of how the crisis decision makers arrange an effective decision governance structure when the public crisis is faced.This kind of structure can make the crisis information from outside knowledge package transfers to inside package quickly,and for information have entered knowledge package could help the makers effectively deal with crisis.The author initiatively divide the crisis information into three states and propose different decision governance structure to the different state crisis information.Meanwhile,in the selection of network management structure,the author consider that the more knowledge communicates highly in affiliate of decision governance structure,the more lax the crisis governance structure will be.The more knowledge communicates lowly,the tighter the crisis governance structure will be. |
