| Abstract: | The relationship between universities and the government has always been the great concern in the academic circle.From the respect of the relationship between university characteristics and higher education resources distribution,this paper compares the differences between the two in such three aspects as manifest form,evolution course and philosophical base in Chinese and foreign universities. |
