公共体育服务绩效评价原则探讨

摘    要:运用文献资料、逻辑分析等方法对公共体育服务绩效评价原则进行研究,旨在为公共体育服务绩效评价的实施提供依据标准或指导规律,使得“理”有所寻,能够全面、客观、准确地反映公共体育服务绩效水平,做到“果”有所依。研究表明:(1)公共体育服务绩效评价指标遴选应遵循科学性、系统性、可操作性和可比性原则;(2)公共体育服务绩效评价指标体系构建应坚持经济性、效率性、有效性和公平性原则;(3)公共体育服务绩效评价方式应本着主观与客观、内部与外部、定性与定量、动态与静态相结合的原则;(4)公共体育服务绩效评价结果运用应体现公平公正、价值权衡、供需导向和监督反馈的原则。

Abstract:The research on the principles of performance evaluation of public sports service aims to provides the basis for the implementation of the performance evaluation of public sports service,and objectively and accurately reflect the performance level of public sports service. The results show that:( 1) The selection of performance evaluation index of public sports service should follow the principles of being scientific,systematic,operable and comparable ( 2) The construction of performance evaluation index system of public sports service should adhere to the principles of economy,efficiency,effectiveness and fairness ( 3) The performance evaluation of public sports service should be based on the principles of being both subjective with objective,both internal and external,both qualitative and quantitative,both dynamic with static ( 4) The application of performance evaluation results of public sports service should embody the principles of fairness and impartiality,value balance, supply-demand orientation and supervision feedback.
