| 摘 要： | 为充分发挥赛事产业在国民社会经济发展中的作用和提升赛事产业政府治理能力,对改革开放以来赛事产业化运营规范的变迁、与社会经济发展的内在关系、运行成效及现实困境进行探讨。研究表明:(1)赛事产业规范主要经历了3个时期,即萌芽期、发展期和深化与完善期。(2)赛事产业主要分为国际品牌赛事产业、本土品牌赛事产业和一般群众性赛事产业,赛事产业与社会经济发展测评指标具有显著相关性。(3)现有赛事产业规范在推进体育企业蓬勃发展,促成赛事产业价值链高效运行方面具有重要作用,但外商体育企业对我国体育投入依然处于偏低状态。(4)大力宣传现有产业规制利好,增强港澳台和外商体育企业对体育固定资产的投入,参照特殊赛事临时优惠政策,推进赛事产业规范与其他行业规范发展的协调配套性改革,提升赛事产业规范法律效力等,是铲除“阴阳合同”、有效打击赛事产业侵权行为、提升赛事产业治理能力现代化的重要路径。

| Abstract: | In order to make full function of the sports events industry in the national social and economic development and to enhance the governance capacity of the competition industry,the authors have explored and analyzed the major events and evolution process,operational effectiveness and practical difficulties related to the sports event industry since the reform and opening up,and then draw following conclusions:( 1) The government regulation of the sporting Event industry has mainly experienced three periods as the budding period,the development period,and the deepening and perfection period.( 2) The sporting events industry could be mainly divided into three parts,namely,the international brand sporting events industry, the local brand sporting events industry and the general mass sporting events industry,and the sporting events industry has significant correlation with the socioeconomic development assessment indicators.( 3) The existing sports industry norms play an important role in promoting the vigorous development of sports enterprises and promoting the efficient operation of the value chain of sports industry. However,foreign sports enterprises still have lower investment stations in mainland sports .( 4) There are some important paths to enhance the modernization of competition industry governance ability such as to vigorously spread the benefits of industrial regulations,to increase investment in fixed assets for sports by Hong Kong,Macao,Taiwan and foreign sports enterprises, to promote coordinated and supporting reforms in the development of industry norms and other industry norms according to the temporary preferential policies for special events,to enhance the legal effectiveness of sports industry regulations on eradicating the“Yin and Yang contract”,and effectively cracking down the infringement actions. |
