| 摘 要： | 数字图图书馆引发了一系列的版权纠纷，促使笔者对信息网络传播权及其权利限制的关注。文章从数字图书馆的定义出发，引出其陷入版权纠纷的原因，进而从国内外两方面对信息网络传播权的规定做出一定的分析；笔者还对新出台的《信息网络传播权保护条例》中关于权利限制的条款做出探讨，指出其可能存在的不足，提出解决数字图书馆。海量授权”的两种方式，以便利于数字图书馆的发展。
