| 摘 要： | 实现和维护社会公正,是公共行政的基本价值信念和永恒追求,即公共行政的精神。在新的时期,从建设责任政府、培育公民社会、加强行政伦理建设等方面着手,建立合乎公正原则的行政体制,对行政人员重新进行价值定位和功能定位,将是实现社会公正的一个首要问题。

| Abstract: | It is the basic value belief and permanent aim,i.e.the spirit,of the public administration to realize and maintain social fairness.It will be the first question for realizing the social fairness in the new time to set up the administrative system in accordance with fair principle,again carry out value and function position for the administrative personnel by setting up dutiful government,cultivating citizen society and strengthening the construction of administrative ethics. |
