| 摘 要： | 市管县体制是我国在传统计划经济体制向社会主义市场经济体制转轨过程中发展壮大的,有其历史发展的必然性.它曾经发挥了重要的功效,但随着社会制度背景的变迁,市管县体制已显现出明显的弊端.我们应结合国内外发展的实践经验,逐步构建省直管县公共行政体制,实现我国地方行政管理体制的改革趋向.
