| 摘 要： | 政府对企业单纯的约束机制不能从根本上解决节能减排中遇到的问题。从企业经济责任和社会责任相融合的角度,论述建立政府主导下的企业节能减排的激励机制,发挥政府的主导性作用。针对地方政府发挥主导作用存在的问题,重点分析问题的原因和中央政府对地方政府激励相容的措施。

| Abstract: | The simple restraint mechanism of the government cannot solve the problems met in reducing energy consumption and pollutant emission basically.From the perspective of merge between enterprise financial responsibility and enterprise community responsibility,this thesis analyzes the construction of the incentive mechanism of reducing energy consumption and pollutant emissions under government leading and the leading factor function which the government gives play to.In view of the extant problems exist when the local governments give play to their leading function,this thesis emphaticallly analyses the reasons and the incentive methods to the local governments by the central government. |
