| 摘 要： | 2020年打赢脱贫攻坚战后,文化扶贫政策将面临新的抉择。借助历史制度主义范式研究发现,我国文化扶贫政策贯穿了政府主导的文化下乡逻辑,历经储备萌发、兴起扩展、转变发展等阶段,并体现为政治性动员宣教、经济性开发救济、社会性服务供给等政策特性的变化。2020年后,为从文化层面解决相对贫困,乡村文化扶贫应从文化下乡转向文化治理,并加快从行政到服务的逻辑转换,优化政府主导、农民为主、社会力量参与的合作治理格局。

| Abstract: | The cultural poverty alleviation policy will get new opportunities after reaching the poverty alleviation goal in 2020.From the perspective of historical institutionalism,cultural poverty alleviation policy has already fulfilled the target of providing government-led cultural services to rural areas which involves the following stages of early accumulation,rise and expansion,transformation and development,and embodies changes in the characteristics of political propaganda and mobilization,economic development and relief,social service supply,etc.After 2020,in order to reduce relative poverty at the cultural level,cultural poverty alleviation should shift from sending culture to rural areas to cultural governance,accelerate the natural transformation from managementoriented alleviation to service-oriented,and optimize the government-led,socially participated and ruralfocused cooperative governance. |
