| 摘 要： | 刑事政策是一种选择,刑事政策的价值目标及原则决定了这种选择。在恐怖主义犯罪概念的内涵和外延存在众多的分歧的今天,审视确定反恐怖主义犯罪的价值目标及原则是十分必要的。反恐怖主义犯罪的价值目标为:秩序、正义、自由、效益;基本原则为:科学、法治、人权。

| Abstract: | Criminal policy is a choice which decided by the value of criminal policy objectives and principles.It is very necessary that establishing the Counter-Terrorism Crime,looking at the value of goals and principles while there are many differences between the concept of the crime of terrorism in the connotation and extension today.The value of the Counter-Terrorism Crime objectives is:order,justice,freedom and efficiency;the basic principles is:science,the rule of law and human rights. |
