| 摘 要： | 国民政府统治时期的三四十年代,县参议会作为县政治生态领域中的一支重要力量,它与省政府和县政府有着全面的互动关系。具体为,作为官意补充下的县参议会,省当局意志凌驾县参议会之上,民意机构的最大公约数是省令的推行和实施;县政府与县议会互动最为频繁,二者既有良性互动中的合作一面,也存在诸多难以调和的矛盾和冲突。县参议会在具体运作过程中,因议员们自身异化带来的顽疾最终磨耗了民意的作用。

| Abstract: | During the 1930s-1940s,as an important force in the county's political ecological domain,the couty senate has interactive relation with the provincial government and the county government.For as a supplement of official opinion,county senate is overridden by the provincial authorities.Even though the county government and the county senate are cooperated well but als have contradiction and confilct.At last,Senators self-alienation wears out the public opinion. |
