| 摘 要： | 兴起于20世纪90年代的公共治理理论，对政府管理高等教育产生了重大而深远的影响。高等教育管理中存在“政府本位”观念仍未改变、高校自主权有限、中介组织发展薄弱等问题，对此，依照公共治理的理念，必须重新定位政府在高等教育管理中的责任。
