| 摘 要： | 我国高等教育在蓬勃发展的同时,出现了一些问题和矛盾需要解决。一是法律、政策与现实 "虚脱"的现象,需要建立适当的弱势补偿制度和地区之间教育资源配置的均衡制度;二是政策措施的不完善造成高校之间差距拉大凸现的矛盾,需要建立竞争机会和条件相对平等的机制,以促进高教大众化的健康、持续发展;三是民办高校在法律政策贯彻执行中的困惑和不公平,需在法律上鲜明地允许营利性和非营利性高等教育机构同时存在,并制订相应的条件区别和政策对待。

| Abstract: | With the roaring development of China's higher education, there are existing some problems and contradictions to resolve. First is the "prostration" between law, policy and reality, resulting in establishment of compensation system for the weak and balance system to adjust the educational sources among areas; second is the contradiction rising up from defection of rules and increasing distance between colleges, resulting in establishment of the mechanism of competition and condition equally to promote the healthy and sustainable development of popularization of higher education; third is the confusion and the unfairness of carrying out the law and policy in private colleges, resulting in the admission of the co - existence of beneficial and unbeneficial higher education bodies upon the law clearly, and setting up the relevant condition and policy to treat differently. |
