| 摘 要： | 随着对外开放的日益扩大，我国同时面临的国际竞争日趋激烈，发达国家在经济科技上占优势的压力长期存在，可以预见和难以预见的风险日益增多，统筹国内发展和对外开放的难度更大、要求更高。这就要求我们要以开阔的视野观察世界、分析形势。实施互利共赢的开放战略，全面提升对外开放水平。
