| 摘 要： | 转移支付制度是财政体制的重要组成部分，是政府实施宏观调控的重要工具。在平衡地区间财力、促进区域经济协调发展方面有着重要作用。我国现行财政转移支付制度不规范、不完善，妨碍了政府宏观调控职能的发挥。该文通过分析我国现行转移支付制度存在的主要问题，提出若干调整、完善转移支付制度的对策和建议。

| Abstract: | Transfer payment system is an important part of the public finance system ,and so serves as one of the means of government adjustments and controls. As a result, it plays an important role in balancing the financial power between different communities and in harmony promote the development of varies areas. However, the current transfer payment system is both incomplete and informal and consequently impeding the governments adjustments and controls. In this essay, the author analyses the inner causes of the problem and presents several corresponding methods. |
