| 摘 要： | 随着知识经济的崛起,世界各国普遍加强了对本国知识产权的保护工作。发达国家在国际知识产权规则制定方面享有独特话语权优势,发展中国家在积极争取参与国际知识产权规则制定的同时,也加紧了对本国传统知识的保护工作。自20世纪80年代以来,先后有美、日、法、中、韩、印等十几个国家提出并实施“知识产权立国”战略。当前世界各国在加强知识产权保护,促进本国科技方面有几个突出特点：专利审查速度明显加快,打击仿制品及盗版产品力度加大：知识产权的归属权普遍下放；各国积极参与国际知识产权条例制定,修订与国际规则不符的相关条款；各国有针对性地开展了面向中小企业专门的专利服务；发展中国家保护传统知识的意识明显加强。
