| 摘 要： | 与沿海发达省份相比，湖北的中小企业集群在数量、规模、竞争力、产业链和专业化分工水平、经济外向度等方面均存在较大差距。沿海发达地区的经验告诉我们，大力发展民营经济是中小企业集群成长的坚实基础，加强专业市场建设是推进集群良性发展和扩张的必然选择，积极吸引外资是实现中小企业集群跨越式发展的重要手段，而地方政府的规划、引导和扶持是对集群发展的强有力推动。

| Abstract: | Compared with the coastal economically developed provinces, the small and medium-sized enterprises clusters in Hubei province fall behind in quantity, scale, competitiveness, industry chains, degree of labor division, and foreign trade for existence degrees. Experience of the coastal developed region tells us that developing the private sector of the economy is the solid foundation of development of small and medium-sized enterprises cluster, increasing efforts to build a professional marketing is the necessary choice of development and expansion of enterprise clusters, attracting foreign capital is the important method of the leapfrog development of small and medium-sized enterprise clusters. And the plan, guidance and support of local government are the power of enterprise clusters. |
