| 摘 要： | 电信重组是基于国际国内形势，是国家对特大型国有电信产业进行深化改革的一项重大战略。通过产权优化、管理优化及必需的约束机制，促使企业经营从单纯的生产经营向战略经营、市场经营、技术创新等多方面复合经营转变，使电信企业得到长足的发展。

| Abstract: | The telecommunication reorganization aims for a deep reform of the large national industries, considering the situations at home and abroad. By means of property optimization, management optimization and necessary restraint mechanism, business management transforms from simple production management into compound management, such as strategic management, market management, technological innovation and so on, just to make further development of the telecommunication industries. |
