| 摘 要： | 政府运行机制和谐是构建和谐政府的核心元素。制约政府运行机制有两种方式，一种是以权力制约权力，一种是以社会制约权力即社会制衡。社会制衡是对政府运行的外部制约，强调公民对政治生活的参与，注重政府公权力与公民私权利的对等互动，促进政府与公民关系和谐。社会制衡是构建和谐政府的有效路径。在和谐政府构建过程中，可以探索两种社会制衡模式：其一为社会中间机构的显性制衡，其二为社会民情的隐性制衡。

| Abstract: | The essential factor to construct a harmonious government is the government operational mechanism.There are two patterns to restrict government operational mechanism: one is to restrict authority by authority,the other is to restrict authority by society,namely social counterweight.The social counterweight is the external restriction to the government operation which stressed the citizen participation in social life for the purpose of promoting a harmonious relationship between the government and the citizens;emphasizing the equal interaction between the government authority and the citizens' private rights.So the social counterweight is an effective way to construct harmonious government.During the process of harmonious government construction,it is necessary to explore two patterns of social counterweight: one is the obvious restriction by the non-profitable institutions,the other is the recessive restriction by the social custom and habits. |
