| 摘 要： | 随着我国整个社会制度的转型,高等教育制度也在经历着变迁。当下,高等教育制度变迁问题在于,由于变迁逐步演进到以存量调整为突破的阶段,就会逐渐触及到原有体制下利益集团的既得利益,这时变迁的阻力会变大。各种事实也表明,目前高等教育仍旧是以不公平的计划调节为主的制度规则。高等教育制度变迁产生了"路径依赖"现象。为了高等教育的整体发展,必须打破这种"路径依赖",首要的在于转变政府的思维价值取向,从注重国家利益和公共利益的矛盾性到注重两者的一致性,从统治高等教育到治理高等教育;其次是要制定公平竞争的游戏规则,限制特殊利益集团——重点高校,以至逐步取消设立重点高校的制度。

| Abstract: | With the transition of Chinese social system, the higher educational system is also undergoing dramatic changes. Currently, the problems in the changes of higher educational system are that as the changes have evolved into the breakthrough period with the adjustment of quantity and the changes will inevitably affect the vested interest of some interest groups, the resistance to the changes is getting stronger. All the facts reveal that the institutional rules of higher education in China are still based on the unfair planned regulation. As a result, the changes of higher educational system have produced a phenomenon known as " the route dependence" . In order to make an integral development of higher education, "the route dependence" must be broken through. Firstly, the government should change its administrative ideas, emphasizing from on the contradiction between the state interest and public interest to on the harmony between the two and moving from ruling the higher education to managing it. Secondly, the game rule of "fair competition" must be made and restrictions should be imposed on the special interest group:key universities so as to cancel the key university system eventually. |
