| 摘 要： | 在转型过程中，政府长期主导资源配置，具有经济建设型政府的特征。建设公共服务型政府和转变政府职能有着本质上的内在统一性。建设公共服务型政府，就是要完善政府的经济调节、市场监管、社会管理和公共服务的职能，并进行体制创新，为社会经济腾飞奠定制度基础。

| Abstract: | Building the public service government and transforming the functions of government has inherent unity in essence. The duty of government is to strengthen the service function, offer basic, qualified public products and service for society in time, build a fair and open economy and social environment. The government must strengthen the function of its public service, regard realizing the public interests of all social members, guaranteeing people's health and security as the main duty of government. Building the public service government, consummating the functions of the government (economic adjustment, market surpervision, social management and public service) is the best way to settle the orientation of government's functions. |
