| 摘 要： | 关于财政支出的结构优化一直是一个值得研究的课题。本文主要探讨在促进高新技术产业发展的过程中,在保证政府资金支持规模的前提下,在可供选择的资金投向方面政府支出的抉择。文章从不同产业部门的选择、研究与成果应用阶段的选择以及创新与模仿的选择等各个方面着眼,借鉴西方国家财政支出在促进科技进步中的经验,结合我国现实,从理论方面及政策实践方面对促进科技进步的财政支出最优结构进行了深入的分析与研究。

| Abstract: | The construction optimization of Public Expenditure is worth to be studied. The paper mainly discussed the decisions of public expenditure in the perspective of capital investment, during the process of promoting the development of new high-tech industry, with ensuring the scale of governmental capital support. Based on the China's present situation, considering the different industry sections, the different industry development stages and the choice of creation and imitation, with reference to the experiences of financial expenditure in west countries, this paper studies the construction optimization of the public expenditure to promote the development of the new high-tech industry from both theory and policy practice. |
