| 摘 要： | 本文围绕中小企业“二次创业”问题 ,在明确“二次创业”涵义的前提下 ,针对“二次创业”过程中涉及法律问题的范围、内容、难点等进行了较为细致的论述 ,文章归纳了“二次创业”的基本法律特征 ,并对“二次创业”过程中的相关制度设计提出 :战略上要从国民经济和社会发展的高度重视中小企业重要地位和作用 ,要始终把加快中小企业发展作为富民强国的战略措施来抓。
