| 摘 要： | 现代远程开放教育是提高全民族科技化素质的教育，它是用现代科技武装起来的教育体系。在远程教育中实施素质教育；必须有其独特的途径和方法。本从适应远程教育的教育、教学规律为出发点，提出了实施素质教育，必须更新教育观念，加快课程和教材改革，完善网络教学系统，培养学生的创新意识和能力，加强师资队伍建设。同时，对素质和素质教育的内涵做了理论上的探析。

| Abstract: | The modern long range education can improve the cultural quality of the whole nations. It is the educational system with the modern techniques. There must be the spercial ways in carrying on the qualities education in the long range education. This paper insists that we must do the following things in order to carry out the qualities education.i.e.renewing the educational concept, fastening the reform of textboork,improving net work teaching system,training the students abilities, strengthening the teachers' skills. At the same time the paper has analysed the meaning of the quality and the qualities education. |
