| 摘 要： | 长期以来,城乡医疗保障制度呈现出嵌入二元经济社会结构的制度特征.在全民医保的背景下,城乡居民基于经济联结和社会资本的行为选择,需要城乡医疗保障制度筹资、管理、支付、服务和环境的统筹衔接.基于东莞、太仓、成都、西安四地调查数据的回归分析发现,统筹地区的经济发展水平是实现城乡医保整合的重要前提,不同群体医保受益的均衡是实现城乡医保整合的重要保障.因此,统筹城乡医疗保障的核心在于公平筹资和均等受益;统筹发展方向是分阶段、有步骤地化异趋同,最终实现构建城乡居民健康保障体系的目标;统筹发展的政策路径可从制度框架、筹资机制、统筹层次、经办资源、管理体制、转移接续等方面展开.
