| 摘 要： | 当前，我国公民民主意识和参与意识不高、参与政策制定的途径不畅、基层党组织和政府的决策机制不够完善等，严重阻碍了参与政策制定的过程。在网络化时代，网络将成为公民参与政策制定的重要渠道。网络增强了公民的民主意识和参与意识，为公民参与政策制定提供先进的技术手段，推动政府与公民的直接互动。在网络环境下，应着重围绕着提高政府和公民的网络素质，建立面向社会的现代化的政策信息网络系统，加强网络参政的法制建设等，提高公民参与政策制定的广度和深度。

| Abstract: | In the era of network,the network will become an important mean of making policy and citizen participation.The network strengthens the citizen's democratic consciousness and sense of participation,and offers the advanced technological means for citizen participation to make policy,which promotes the government and citizen dynamic.Under the environment of network,we should improve the network quality of the government and citizen to set up a modernized policy information network system,in the same time,strengthen legal construction about network participation in political affairs. |
