| 摘 要： | 目前，农村改革已经进入制度创新阶段，作为推动农村经济社会发展重要因素的农村政策性金融，急需在立足本土实际的基础上进行创造性的完善和变革．建立现代农村政策性金融是适应当代新农村建设的改革走向．通过对国际上一些成熟的农村政策性金融的分析，结合我国自身的发展实际，从运行模式、激励模式、约束模式三方面作以详细论证．以推动我国农村政策性金融的模式创新．

| Abstract: | At present, the rural reform has entered the stage of institutional innovation, as an important factor in promoting ru- ral economic and social development, the establishment of a modern rural financial policy is to adapt to the reform trend of contem- porary new rural construction. According to some international mature rural policy financial analysis, combining with the actual de- velopment of our own, from the three aspects of operation mode, incentive model, constraint model to detailed argument, in order to promote financial innovation of China＇ s rural policy finance. |
