摘    要:特殊需要儿童的心理评估贯穿于整个特殊教育和教学的过程中。它可以为特殊需要儿童的鉴别、教育安置、个别化教育的制定和教育质量的监控提供依据,使特殊需要儿童获得公平、适当的教育。目前该领域存在的问题主要是有关的法律法规不健全,特殊教育教师的专业化水平不高,心理评估工具的研制、使用和管理比较混乱。建议:(1)尽快为特殊教育及特殊需要儿童的心理评估立法;(2)大力发展特殊教师教育;(3)建立有效的监管机制,使心理评估工具的研制和使用进入一种良性循环。

Abstract:The psychological assessment of the children with special needs runs through the whole process of special education and instruction. It may function to provide a basis for identification of the children with special needs,education replacement,individualized education planning,education quality monitoring and the fair and appropriate education for them.But there are problems in it,the main ones being as follows: imperfect laws and regulations, lack of professionalization,disorder in the development,utilization and management of psychological assessment instrument.Therefore,suggestions are prospected such as(i) setup of the assessment laws wanted,(ii) vigorous development of special teacher education,and(iii) establishment of effective monitoring mechanism to achieve a virtuous cycling of the study and use of psychological assessment.
