| 摘 要： | 可持续发展的中心问题是人的问题。人的素质的缺憾－－科技和化素质的平均水淮不高有价值取向的偏离是造成人类目前困境的根本原因；全面提升人的素质是实现可持续发展的基础和前提，同时又是可持续发展的最高价值目标。
