| 摘 要： | 苏维埃体制在其建立初期即发生了嬗变，为防止政权官僚化和官僚主义而创设的苏维埃体制正逐步失去对权力的监督。晚年的列宁越来越表现出对现实体制的不满和担忧。为了阻止和扭转这一趋势，列宁从制度设置方面对苏维埃体制重新进行了一些理论探索。

| Abstract: | Transmutations had taken place in the early state of the democratic system of the Soviet Union. The Soviet system established for the prevention of the bureaucracy of the power has gradually lost control over the power. In his late years, Lenin showed greater dissatisfaction with and concern about the system in operation. In order to stop and change the trend, Lenin made some new theoretical exploration on the democratic system of the Soviet Union in respect of establishment of the system. |
