摘    要:冰雪运动安全标准体系作为体育强国建设背景下冰雪运动高质量发展的强力保障,是冰雪运动安全标准化工作的顶层设计和效能发挥的总体蓝图。后北京冬奥时代我国冰雪运动的安全发展亟须构建一套科学有效的冰雪运动安全标准体系框架。对我国冰雪运动安全标准体系框架的发展桎梏、现实图景、构建依据、基本原则及发展思路进行探析发现,我国冰雪运动安全标准体系的建设存在行业法规残缺、标准更迭迟滞、安全意识淡薄、组织机构虚弱等问题。依据冰雪运动安全标准体系具备系统性、结构性、约束性的价值特征,在标准化理论和安全系统理论的基础上,提出建立级别维、性质维、制修订状态维、强制程度维四维结构模型,建构以基础共性安全标准、人员安全标准、组织安全标准、设备安全标准、装备安全标准、场所安全标准六个子体系的标准体系框架及相应实施策略。

Abstract:As a strong guarantee for the high-quality development of ice and snow sports under the background of building China into a sporting nation, the ice and snow sports safety standard system is the overall blueprint for the top-level design and performance of ice and snow sports safety standardization. The safety development of ice and snow sports of China in the Post Beijing Winter Olympics era needs to build a scientific and effective ice and snow sports safety standard system framework. On the basis of the research trends, theoretical basis and value characteristics of the ice and snow sports safety standard system, this paper analyzed the difficulty, reality, construction, principles and development ideas of ice and snow sports safety standard system in China. Problems such as incomplete regulations, delayed standard replacement, weak safety awareness, weak organization and so on existed. According to the systematic, structural and binding values of the safety standard system, and based on the standardization theory and the safety system theory, a four-dimensional structure model was built with regard to the level, the nature, the formulation and the revision of the system in order to focus on the basic common safety standards, personnel safety standards, organizational safety standards, facility safety standards, equipment safety standards, and site safety standards.
